Double click to begin the PMCU installation. In the right pane, modify the value of the EnableLUA value and set it to 0. Navigate to the following key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System. Open registry editor from the Start Menu by typing regedit.exe. Disable User access control from windows registry:. Privilege Level has a box that you may check to 'Run this program as an administrator' ( This step is not required ). Under Compatibility mode check the box labeled 'Run this program in compatibility mode for:' and select Windows XP (Service Pack 3) Right-click on PMCU.exe at it's file location, and select Properties. The following steps outlines how to run the program in compatibility mode: 
If running the Power Meter Configuration Utility (PMCU) on Windows 7, be sure to run it in compatibility mode. If you see this error, please apply the windows updates on your Windows7 PC before performing Step 3 above. The PC will revert the install and Windows Virtual PC will not install.
NOTE: You may encounter a problem with the Windows KB as shown below when the PC is rebooting as mention on step 4

Install Windows XP Mode by double-clicking the file WindowsXPMode_ nn-NN.exe (where nn-NN is the locale code, for example, en-US) and then completing the wizard that opens. Download Windows Virtual PC and Windows XP Mode installers from the Windows Virtual PC Web site (). To install Windows Virtual PC and Windows XP Mode: Setup a virtual machine environment with Windows Virtual PC and Windows XP mode, which would allow the PMCU installation. Windows operating system is incompatible. PMCU (Powerlogic Meter Configuration Utility) 
PMCU does not install correctly on Windows 7 or later.
